Is it Possible For A Particle To Stay Completely Still in Space-Time?
What is the minium velocity that a particle can have through
space-time?
What is the maximum velocity that a particle can have through
space-time?

1. It is impossible for a particle to be still in space time. However a photon does not experience space time.
2. For macroscopic objects you could say minimum velocity is zero and that would be a good aproximation however it would be wrong because heinsberg uncertanty syas it is impossible to know both position and momentum. So you can ask a quantum physisics about that.
3.The maximum velocity of a particle isin mathematical term "The limit to the velocity of light" meaning it can never reach the speed of light but it can come infinitly close to it.
