UNITED NATIONS - The United States on Thursday introduced a new draft resolution in the Security Council to punish North Korea for its reported nuclear test and said it wants a vote on Friday. Russia urged the United States not to rush the vote, saying Moscow still had differences and the U.S. should wait for the results of a flurry of high-level diplomacy.

Russia urged the United States not to rush the vote, saying Moscow still had differences and the U.S. should wait for the results of a flurry of high-level diplomacy. Russia seems to have a good argument.
Besides, there is little the American administration can do to directly punish the North Korean administration.
Punishing the North Korean people would seem the epitome of American arrogance; and, certainly, lead to devastating unintended consequences.
Better that all countries begin negotiations to destroy all the existing weapons of mass destruction . . . including bombers, warships, tanks, land mines, etc. If we went back to hand-to-hand warfare, I'm sure diplomacy would have a better chance to succeed. Particularly, if our leaders actually lead the troops into battle.
